The Nevada Legislation in 2003 passed Senate Bill 1, now known as Nevada Revised Statute (NRS) 385, that mandates a school in its third year of improvement, whether Title I or non-Title I, must have a School Support Team assigned to it. If the school continues not to make Adequate Yearly Progress, the School Support Team continues with that school through the fourth year of improvement (planning for restructuring) and the fifth year of improvement (implementation of restructuring). The concept behind the School Support Team is to provide outside eyes and ideas for a school in order to prioritize the focus of their school improvement work.
